Your question is nonsensical. All operations on a computer use "softwares". Tar is software. Gzip is software. All of linux is a collection of software. Without software your computer is primarily useful as a paperweight.

Managed switches don't block things unless you configure them to - so if you DIDN'T setup any sort of filtering on the switch, then that's not the issue.

This is a good way to use your USB drive, but it is NOT a solution for installing the OS, which is what the question asks about. You can't RDP to a HyperV VM that has no OS installed on it yet...
