I'm not sure how to check if you have mod_sec installed but the log is normally here - /var/log/httpd/modsec_audit.log

This sounds like a mod_sec issue. I would check the permissions on the file - SSH into the server, 'cd' to the directory where the file is, 'ls -sail' to list files and information about them, i.e. permissions (will be the third column -rwx--r--r <- looks like this).
