I'm a bit confused. ADMIN is normally an Oracle APEX user. That would mean that it has the ability to create other APEX users but not to create database users or to grant privileges. The privileges APEX developers have are based on the Oracle schema that the APEX workspace is configured to use. The ORA_DBA group is a Windows group so it would only apply to Windows users not database users or APEX users. From your description, it appears that whatever database account APEX uses lacks some privilege-- your DBA would need to grant those.

@BradBruce - Why is it necessary for either of those to be done synchronously, though? Why not have the client spawn the job, wait for the job to complete, and then display the report or retrieve whatever output you need? If rearchitecting the application isn't an option, any idea about the questions in the first paragraph? Is the firewall configured to disallow connections that are open too long? Or only those that are idle too long?

Are you asking whether two different nodes in the same cluster can use a different disk layout? Or are you asking whether you can have two different RAC clusters, one where each node has RAID-5 and one where each node has RAID-10? Or are you asking something else where you rebuild the cluster using RAID-10 between tests?

What are the wait events when the inserts are going quickly and when the inserts are going slowly? Are you sure that the redo logs really are the bottleneck? How quickly are you generating redo?

Can you cut and paste from SQL*Plus where you are querying user_tables to see the table and then then attempting to drop the table causing the error? Are you sure that you're trying to drop the same table that is in user_tables (particularly if you used a case-sensitive table name)? Are you using the fully qualified table name in your DROP statement? What you're describing doesn't make sense unless your database is pretty seriously corrupted.
