In general: write a program that does exactly what the user needs to be able to do, and set it as the user's shell in /etc/passwd. I have used the same principle for CVS servers and other purposes.

@erikcw: no, this is the beauty of Unix tools: they work on standard input or files if filenames are given on the command line. That allows them to be chained (piped) together.

My guess: someone or something issued rm -rf $FOO_HOME/bin (or some other variable) in a context where the variable in question wasn't set (e.g. cron can give you surprises like that).
