In addition to the suggestions which pcampbell mentioned, running a network share without proper security measures in place could be a liability for your company. After implementing your plan for a DC and connecting the workstations, I would suggest consulting with the decision makers in the company to formulate a document retention policy (if one doesn't already exist), and looking into a document management system with imaging capabilities.
