comment Best direction to synchronize two file servers (with robocopy)
If you want to reducde the load on the server, you might want to set the option /IPG:10. This will cause the copy to halt for 10 milliseconds after every 64K. This will slow it down, but will also reduce the load on your server's resources. Not an answer to your question, but I think this will be very useful for you.

Hmmm, I just answered a ancient question. I hope it will still be useful for that single person that reads this.

comment Windows Firewall on GPO
Do you allow alll outgoing traffic? If not, try that.Maybe turning on firewall logging on dropped packets should give you the proper info.

comment Accessing share with ACLs using groups instead of explicitly granting user names not working?
If the user is member of a large amount of groups (120+) and logged into a Win7 PC, the Kerberos maximum token size might be reached.

comment Is it possible to enforce local GPO over the domain?
I would suggest that you create a AD group that contains all the systems you are talking about. Then make a domain based GPO and assign this to the OU and scope it to the created group of computers (security filtering).
