That article covers a rather specific use case and also one of the comments mentions the incorrect DNS configuration information. Trust me, setting the DNS servers via VNet config works. Running several hundred VMs in Azure would be a nightmare if it didn't! :-)

Almost certain to be local firewall config as @gtirloni says. If they're part of the same VNet then this is the only thing that could be blocking the traffic.

Number one should not be done in Azure - DNS settings are applied by the VNet configuration and should not be edited manually on the VMs. (Also replied to your linked StackOverflow question.)

Have you set up an associated IP address as a cluster resource? By the way a failover cluster for a WebAPI app seems a little unusual. Why not load balance it?

Not quite what you're looking for but Spiceworks is pretty good for inventory management. You can create custom asset types and it'll map network-discoverable devices for you. Not sure what the API is like but you might be able to hook something into it to make it do what you need.

If the goal is minimal disruption, surely a detach/reattach isn't going to fulfil that? What is the disadvantage of (assuming the DB is in FULL recovery mode) restoring the latest full backup on the new server and then bringing the database up to date with the t-log backups, before finally cutting off access and taking/restoring a final t-log backup? Genuinely curious over here!

Web.config is there to solve the exact problem of manually configuring stuff when you deploy a site - the config lives with the site itself. If you're having problems when you're deploying with the web.config then that's the problem you should be solving, as it's very likely going to point you to the root cause of the other problems too.
