You'll have to copy the .bat to somewhere outside of ccmcache. You might also have to invoke it indirectly from CcmExec which you should be able to achieve using some combination of scheduled tasks and psexec.

Good question. This Q&A makes me think there isn't a WMI query that easily reveals the WMF version. I think installations of WMF versions higher than the one in the RTM have all been distributed as Windows Updates. For example, WMF 4 for Windows 7 is KB2819745. If that is the case you should be able to infer WMF version from the OS version and whether any of the WMF updates is installed.

If you are using "Applications" as opposed to "Programs" and you have set up your detection method to work correctly, the SCCM client will just detect that the correct version is already installed and do nothing. If you don't already have the skills to set up "Applications" correctly and a lab environment to test your work, then unfortunately you're facing a very steep learning curve -- one measured in months, not days or hours. It's probably better to get a qualified application packager and SCCM admin to help if you need this done fast.
