Backups (pg_dumpall) have users in the form of SQL statements to recreate them with their passwords. Not disclosing cleartext passwords in these statements is a benefit.

These bytes "0xe7 0x75 0x20" mean "çu " in win1252 encoding, as in the french word "reçu". They're not allowed in UTF8 as the error indicates. When you write Here is the error I get:... you might mention when doing what. Just launching pgadmin?

Run pg_lsclusters. Presumably it will indicate that no postgres cluster (=instance) is online or defined. That would be because you didn't pg_upgradecluster or otherwise dump/reload from 9.1 to 9.4

pg_dump produces a consistent backup even when the db is being written to. See the description section from its manpage. In theory your custom incremental backup should work even with the huge dataset you have.
