I didn't mention anything about a 3TB drive. That server is simply a re-purposed i7 Desktop with 4GB Ram and 500GB HD. Not really an ideal server but I'll make do with it.

Apt-mirror requires 15GB for the entire repository. I don't need to mirror the entire repository. Thanks for the link though. It pointed me to apt-cacher.

The employees are aware of this workflow. Maybe "moderating" is the more appropriate term instead of "monitoring".

Thanks for the comprehensive reply. I'm still trying to understand all of those. Actually, the monitoring isn't really about security or something. It's simply like part of the business workflow NOT a restriction to the employees. It's like employee => editor => client. The editor simply makes sure that everything in the employee's email is correct. It's not like spying on the employees.
