comment Disable server access by hostname
What is it you are trying to achieve? If you don't want people to access to access your site at all simply shut down the web server. But I guess that's not what you're after. Please explain. If you want to allow access to (a part of) a website only to specific address you can use the mod_access module.

comment Top being high but not much processors are running on high cpu usage?
Before removing it you'd better check if you are using it or not. I'd suggest to check the webmin website to see if it looks familiar. It is a web based tool to manage your server. Just because it crashed doesn't mean it should be uninstalled per se.

comment LocalHost error
If you get no output it proves that no process is listening on that port. Thus MicroApache isn't running. Check whatever documentation you used to install this (perhaps post the link to it so others can verify it). Also add the output of the go.bat. Perhaps you close the command window after running it? If you run the telnet command I suggested you will most likely receive an error as well, again showing that you haven't actually started anything successfully. Another thing you should do is to check the MicroApache and DokuWiki documentation where the logfiles are written and check those.

exactly, because the service isn't started. You will need to find out how to start the service before it will bind to port 8800. You will either have to check Windows service manager (or whatever it's called) or look for some kind of .bat file that will start the MicroApache instance.

use the verbose option to see which rules are used. From my tests I believe only the last rule is used because more specific rules can override more general rules.

comment vmstat output incompatible
Olgun: You can edit your question and add further output to it. That way you can format it. Concerning the drop in vmstat output: I believe this to be related to the startup of vmstat itself, I see this on nearly every run of vmstat and I tend to ignore the first couple of lines.

comment configure that /etc/resolv.conf won't be modified after restart
While this might prevent whatever process overwriting this file it does not really address the root of the issue. @Mat's answer seems to be the better approach.

comment Rackspace Linux Server Crashing
Do you have access to the virtual console? That might at least give you some information e.g. kernel panic messages. And it might allow you to log in if it really is just slowed down because you don't need the additional resources for a network connection.
