@aleroot - the program httpcfg.exe doesn't come in Windows Server 2003 either. As my answer suggests, I had to download it from a windows XP Support Tools package. I don't know if it will be compatible with Server 2008 though.

That did it. I had to delete port 80 from the iplisten list for HTTP.SYS.
