comment Why am I getting long TCP connect latency on connect in a LAN (over a cross!)?
@chris - interesting. Have you got a source for that anecdote?

comment How do I tell Git for Windows where to find my private RSA key?
Likewise. I just installed git-for-windows, I am running it from cmd.exe. I needed to put the files id_rsa and id_rsa.pub into c:\program files (x86)\Git\.ssh . The .ssh dir was already present. Thanks, JP.

comment When does Apache re-read the updates to .htaccess files?
Thanks Ryan. I googled for mod_rewrite .htaccess update but the signal-to-noise ratio was really really low.

comment IIS large amount of time before loading
Do you have console access to the server? you might wanna try ProcMon or FileMon to see what files and processes are being activated. 2-3 minutes sounds tooo long for a compile of a simple site. I'd look for a network timeout, somewhere. DNS lookup, something like that. Sorry can't be more specific, it's just that 2-3 minutes doesn't smell like compilation latency, to me.
