There's another way to do this documented at upstart.ubuntu.com/cookbook/… — it has a bug though, you'll need to change "start session_init" to "start session-init".

FWIW, sudo lsof -i -P does not show TIME_WAIT status for processes that have already exited either.

Very helpful! In my case this actually made it easier to communicate with a process because the fifo perms can allow a normal user to affect a sudo'ne script.
