Additional to the above make sure you aren´t the one who enforce TLS and have a fallback in place. This can be configured via the Notes.ini entry RouterFallbackNonTLS

If you swap the IDs on the server, make sure that NO database is encrypted (that's a feature controlled per DB). The ID from the server is used to encrypt server DBs (if you use the server DB encryption feature), so if you swap only the ID and leave the files (e.g. the *.nsf) in place the DB will be no longer readable. I would prefer to create a new server and then replicate all the content to it instead of swapping the server ID only. Otherwise you need to swap the ID back to the old one if you see that a DB open will cause issues because of the encryption.

Hm, the fileshare construct is not supported by IBM. However we had done exactly THE same in an environment. We got some "uggly" issues with that construct as the network performance drop often some packages. For the beginning it was OK, as there wasn´t so much traffic, however over time it increased. So we now use the Notes build in Roaming in 8.5.x which is VERY great and is a good improvement over the old unsupported file share solution. You should try that, I´m sure it would be an improvement for you as well.

It would be usefull to get some additional information according to your environment. How many domino server, are there cluster, do they replicate. Another good information would be the date from the "store server´s CPU count" and the information if the server was changed or is an older one.

Can you a little bit more specify here (if yes then edit your posting)? WHEN do the error message comes up. Is that part from the Lotus Notes client? Do you placed the Notes user Data on a fileshare (its not supported by IBM, but some companies does that)? Do you run Lotus Notes in a citrix environment?

Have you tried a Tell router update config on the domino server? Does the address work also internally, when send from one user to another? Sometimes SMTP mailserver cache the last result for some time, which might be the case for google.

Additional to the information above you should then make sure that you do not reject mails after one day. So it might be that you are sending so many emails over your ISP that you couldn´t clean your mail queue in arround a day. This can be configured via MailTimeout. But please do not set a value higher then 2-3 days. Otherwise the user will get undelivered mail notifications for non existing emails 2-3 days AFTER they send the email. I personally think 2 days is OK for you.
