comment IIS 7 - IP Address Range Restriction
I suppose that using the IP Subnet Calculator linked in Vivek's answer will get you to an answer. I think an IP address of 4.4.4.0 with subnet mask of 255.255.255.0 will do the trick - assuming that you want to reject traffic from 4.4.4.*

@YGJ, meh, just use a SQL Data Compare or equivalent tool and it's a moot point. May as well get on with actual development

comment Can I downgrade the database version of DotNetNuke?
That should work just fine. ADO.NET doesn't really care 2005 vs. 2008. What really matters is whether the stored procedures are using 2008-only functionality, and it is my understanding that DNN SP's are backwards compatible to 2005

comment Website & database hosted across multiple data centers
Good question, but I think you'll have better luck on webmasters or serverfault. You'll need a load balancer (like EC2's) to direct traffic. You'll want a primary database server with a slave in the alternate region.

Serverfault will be a better place for this. You will also want to post more details about your situation.

I think the flaw in your reasoning is that you assume I am 100% effective at configuring EC2 security groups

I want to verify that I am protected from other instances. I don't think this is excessive. If I am doubling up, then so be it. I'm a programmer daggumit!

comment What is a good way to facilitate 60,000 “301” and “200” redirects for a single website?
Can you think of a variant of this that provides a 301 response instead of a 404? I like the idea of the custom handler, but it's important that search engines are provided with a 301 for SEO reasons.
