comment Virtualisation for Public Library PCs with vSphere Hypervisor
If you want a pure Microsoft solution, then the Windows MultiPoint Server 2012 as a good cheap option. It's similar to the nComputing solution. Please see the following for more info: redmondmag.com/articles/2012/07/24/… or blogs.technet.com/b/multipointserver/archive/2012/07/17/…

comment Probability of Blade Chassis Failure
I have to agree with @ewwhite. I've been running c7000 for about 8yrs nonstop without any failures of the chassis. We even had them running in 130'F for a couple hours due to HVAC failure and had nothing fail. The big thing to keep in mind is be sure to split your power loads over multiple power panels, and to split your networking over multiple switches to eliminate a single point of failure. The only thing we've ever had go bad are some blade server hard drives, but you see this in traditional servers too.

Another solution you can look at is the MokaFive BareMetal which will give you all the features your looking for, but again these virtualization solutions don't come as cheap as nComputing mokafive.com/innovation/bare-metal.php

I would really avoid going with a virtualization solution. VMware View and Citrix XenDesktop have the ability to checkout a VM from a server and execute it locally like you want but the cost of setting it up from VMware, Citrix, and/or Microsoft is actually very expensive and really overkill for your needs. I would look at doing the SteadyState from an external VHD that @tony roth mentioned or look at a solution like nComputing which is really cheap and easy to manage ncomputing.com/products/lseries .I know you said you have limited bandwidth, but this still works in such conditions

comment Silently install/add a print queue to a Windows client
Adding the additional drivers to the server queue did the trick....I thought I already did this, but after further review I was incorrect.

comment Options for centralising Windows installations?
This isnt necessarily true. There are other options out there which is deigned for small environments, they're just not marketed well.

comment Planning to buy a server with at least 48GB Ram, are the blades way to go?
We have many HP c7000 Blades systems and they are not loud at all...probably the some of the quietest systems we have, unless you go pulling some of the fans up causing the others to work harder to make for the lost airflow.
