The only problem there is you will try the second copy on any failure, which is not necessarily dir2 not existing. Maybe if you can come up with a test that does virtually nothing (say copy a blank dir). Then based on the output either run scp1 or scp2

That confirms adm has write access. If locally as adm you can cd into the directory and create a file then list it. I'm not sure how you got a "No such file or directory" then? As that implies something failed, and you didn't run the above with then &&s. Can you ls -al /home/adm/test/

Plesk should be able to handle different internal IPs, there's a number of ways that can occur on EC2. Maybe try shifting the host to a new size at the same time as attaching the root volume. Plesk should expect an IP change then.
