comment How Can I Have An Action Run On Hosts Where A Given Trigger Is Already “True?”
This was exactly what I wanted. The "Multiple PROBLEM" functionality allowed the actions to be fired by triggers already resolving as "True" because the triggers now create a new event each time the trigger evaluates "True." This allowed me to automate an action on a trigger which is already active/evaluated.

I like to think of it as an opportunity to challenge myself to grow and mature. (pronounced "mah-toor")

@MichaelHampton Thanks for the feedback. In a beautiful world, I would do just that; however, I've somehow only earned the title of "Zabbix Manager" without the authority of a true sys admin, so I need to develop a solution which works regardless of what the SA's are doing to deploy/manage system configurations. With that said, I'll update the question to clarify that true system configuration tools as you listed are not an option.

I had tried your suggestion before, but I must have missed the crucial element in there (hence why I opted to watch the ansible process in the initial STrace). After another go, I found an empty {{ password }} variable being passed instead of the real password. Opted to submit another "Answer" separately since your answer eventually got me on the right track.

Thanks, lulian. I've applied a few edits to the question, one section being STrace output. It's clear that there's a difference between the two servers in how they proceed after the ansible process kicks off on the remote server. Subsequent runs and trace captures were consistent.
