I am an IT Architect working for an IT company in Denver. I tend to stick with Routers, Firewalls, Linux/Unix servers, etc, but sometimes dabble in "code" ... although I am not great at developing. :)

For what its worth, I can reproduce this with the /sbin/ip addr add type IPs and the ifconfig eth0:1 type interfaces.

For this, you would actually need postgresql-devel, but that installs the stock CentOS / RHEL provided version of those libraries and headers (8.4.x). Which is probably not what this person is looking for.
