No, it almost certainly will not, if the adversary is particularly motivated. That simply prevents the disk itself from reading its media (and often destroys the more sensitive portions of the disk hardware into the bargain). Polarity differences between individual sectors can still be determined readily with proper equipment.

You edited your answer to say that you really did edit /etc/sshd_conf. That's fine, but I believe Ubuntu ignores that file. Ubuntu has that file stored in /etc/ssh/ssd_config, and won't use the other file unless you've done something very strange to your system.

I guess the use of rsync there is limited to the pause/resume functionality, rather than the actual file diffing. This makes sense, since the file system itself (and the change files it generates) knows better than rsync what's going on.
