From your comments. Look, here's the thing: The Apache config uses ENV vars because the Apache team wrote that into their config system. That's something they programatically wrote. Config files are by their very nature plain text. So for MySQL to do the same, they would have to do what the Apache team did.

well, that's what I'm trying to understand. Figured I would start with the server guys for tricks before letting them choose to migrate to SO. Not sure which is the better audience. All I know is, I'm getting 302's and it's silly.

I ended up leaving that company, but I can tell you that I know more about MS Web Deploy than most people in my area, and I'm familiar with just how large it is. I just think that your answer above is rather vague, and I know how little documentation there is on it. I'm really not in that frame of mind anymore, so I'm not sure what was lacking at this point in time.
