Updated the question. My aim is to try and confirm that if there is a continuous memory leak caused by a userspace process, it isn't enough to just observe free because the decrease there might just mean the kernel is using the memory for caching.

@ewwhite I've added the expectations, that's the main thing I'd like to have explained. The server is not a standard one, it's running a custom distribution with the 3.14. kernel. I've dropped that because I'm interested in the conceptual answer not.

I've found out that monitoring what percentage of CPU is used for software interrupt handling can give a clue about netfilter's CPU usage.
