comment Owner/group for shared web folder
I see what you mean. But within the script could you just use the copy instead of move_uploaded_file. Since the copy command takes the permissions from apache including the groups that it is a part of ie apache and ftpWebGroup in this case? @toxboi thanks for the fix on the useradd silly me existing users.

comment why i cannot start new ssh connections to remote server?
Because they want to limit the number of things running on their server. If you need more than 32 sessions running that might indicate abuse from an admin's point of view. I think 32 is a very fair number. And if its only ssh sessions I've told you how to open as many as you want under Putty.

Yes the group shouldn't be writable. As a simple rule of thumb have 0755 for directories and 0644 for files, at least in the dev environment. It's as Iain said but he didn't read that the permissions on test.php are 0644, so the next best guess is the directory its in are group writable which apache doesn't like. This can be configured within Apache but I don't have much knowledge about that.

I don't have the ability to comment on the user's question post because i don't have 50 rep. So I have to ask questions in my proposed answer.

Sorry Alan for not replying. I asked my former colleague to check over the full vps config and he found an obscure permission on pt_chown which he immediately changed and remedied the situation.
