the PID file might have the old PID that is no longer running. So, it cannot kill the old process. therefore, it fails. you can try to stop libvirt, delete the existing PID file, and starting libvirt again, manually.

yea, this was considered but the rsync method would require that the changes are 'master' on the central server. also, the logout/login rsync might take a long time depending on the amount of changes. it might not completely sync either during shutdown.
