I don't think it works that way where new files are cached "Somewhere". delete the files and remount the filesystem in read only mode. If some process is writing there, it will fail. obviously, if old files are still existing there, it will be still visible.

probably iperf is wrong choice. The whole purpose of iperf is to find maximum achievable speed between two hosts. Why can't you use rsync/wget to transfer some data because they have built-in option which allows you to throttle bandwidth. if you have more questions about how to do it, RTFM ;)

From man page, rotate count Log files are rotated <count> times before being removed or mailed to the address specified in a mail directive. If count is 0, old versions are removed rather then rotated.

Better create a new file, if you are just testing. You can create it anywhere and use it for testing purpose. just remember to give correct path when you are testing. Once you are sure that it works as per your requirement, put it under /etc/logrotate.d

I'd start by checking disk space, if everything else seems fine. And then run apache in foreground (not using service, but direct command.check -D option in man page) and also use alternative configuration file with very basic config. directives (in order to check if its issue with Apache itself or other config issues)

Just swap the ports of vhost1 and vhost2,restart service and see if the vhost2 is working now & vhost1 stopped working? If yes, its time to check your network.
