One question is, if you down-spec a new server to about the same actual performance as this supposedly cheap second-hand machine - where does the price land? My guess is, close to the second-hand price... though it's still a guess based on my specific locale's second hand market ^^

Well if you want to distribute updates to Windows machines from one cached repository, you run WSUS just as you use Apple SUS for Macs. And no, WSUS isn't available on OS X and vice versa - supporting a multiplatform will at times require more than one platform running support tools ^^ (just like we'd need to run Apple SUS on a Mac server in a Windows shop to efficiently handle our Macs) A Windows Foundation server is basically "free". This is a solution to the problem, not explicitly "cache file x" because that doesn't sound anywhere near as easy to accomplish, even with squid.

It doesn't support Windows 7 to my knowledge, but most of its features can be replicated these days by built-in Windows settings. Alas, as it supports Vista perhaps it can technically work with Windows 7 even without support though?

What settings? How is it hard to prevent system settings from being changed? You need to be local admin to do that in the first place so it's already quite hard by default ^^ (then we can talk about physical security issues and the need for full disk encryption to prevent booting from other medias to mess with the installation)
