I ended up doing a chmod 770 on the svn folder and adding the group subversion as a secondary group to all users requiring access. Now users can checkout and commit files from the TortoiseSVN app on Windows 7. However, they are able to checkout but not commit when logged on the linux box locally.

We tested with 1 user, and it loaded instantly to the login screen. After the 4th user logs in, performance becomes the issue.

Yeah there were a few software updates and requires a restart. I just don't want to kill any replication if it was occuring during reboot. I guess doing so after hours would be better. Just need to do it remotely.

I'll consider it as you bring up a good point about management. I guess I have to reinstall ProFTP without mysql. I still don't know how the user could change their password though, unless I give them SSH access and they can do it through the linux box.

I already had forwarded to the local IP of the server 10.0.0.78

The server running IIS is 10.0.0.78, my local machine or workstation is 10.0.0.9. Both of them can access the default IIS page by going to 10.0.0.78. However, the public IP given by my ISP, does not work. I verified the ports are open/forwarding on the modem and router. The server has ports 80 and 21 open.
