I have to -1 this, it would work, but if the script is killed in the middle, from some random error or Murphy's Law, then the user can't login and they are dead in the water until IT can respond.

-1, this is a client causing this problem more than likely, but individually perusing 3000 clients for logs indicating something that should already be known to the distribution point is insane. I know what to expect, this is not a question that requires a vague answer, or even a question that can benefit from a vague answer. It's a very specific question.

yep, in addition if the OPs org doesn't force one, it'll be whatever the user has installed :-(, so maybe he could enable inline viewing w/ a forced viewer that doesn't automatic execute PDF code?

that's true, good point, but I think (could be wrong here) Outlook's default PDF viewer is Adobe Reader, should you have it installed.

Jason welcome to ServerFault. As asked, this type of question isn't a good fit for the site. The best thing to do is break this up into smaller, more specific questions, and also take a look at the best way to ask those questions here. In addition, I'd have to say self hosted email probably isn't necessary these days, given the vastness of cloud storage in comparison. I do wish you success with the company though.
