iPerf is a great tool assuming you have access to another Linux server outside your network.

comment How to check Internet bandwidth in Ubuntu?
You will typically see more performance using multiple connections (Speedtest by Ookla actually does this) versus a single wget. Running multiple requests to different servers through parallel tasks or using something such as BitTorrent will typically provide a closer match to true peak numbers.

comment sshd binds to low numbered ports only if restarted with bash -x /etc/init.d/sshd restart
You need root access to bind a service to ports < 1024. Are you getting error messages in /var/log/messages related to sshd`?

comment unable to login remotely in MYSQL
You will also need to grant permission to the remote user, something like GRANT ALL PRIVILEGES ON *.* TO 'USERNAME'@'1.2.3.4' IDENTIFIED BY 'PASSWORD' WITH GRANT OPTION; Also check if adminTwz5PWn is the user name or password

Did you restart MySQL after changing my.cnf? Also, is the skip-networking line commented out or deleted?

comment Why would a public subnet be used here?
One problem I have seen in the instance of using public IP's instead of NAT on a DSL line is that communication to the servers from the internal network can be limited to whatever speed DSL service you subscribe to (768k for example). That can be highly detrimental to performance.
