cyberx86: I added detailed output from halt -p --verbose to the main question (runlevel, ps aux, etc...). The output from /proc/cmdline is "root=LABEL=uec-rootfs ro console=hvc0 " Thanks again!!!

First, thanks for hanging in there with me. I have very little linux/sys admin experience so bear with me.. How do I determine what runlevel I am in? I have not made any changes to GRUB. No, I cannot reboot the instance. Yes, I can shut the instance down from the AWS console (and restart it too -- did this once, nothing in the logs). I'll attempt to answer the other questions in the morning. Thanks again!

Eric: through the AWS monitoring tools. Since they are monitoring at (what I believe is) the hypervisor level they continue working even after the system becomes unreachable.

causes the same problem as other means of shutting down: instance becomes unreachable, CPU pegged at 50%, still in "running" state

Actually the instances aren't even getting to the "stopped" state. They are left in a "started" state but cannot be connected to and the CPUs are pegged at 50%. Already am setting the terminate shutdown behavior and have tried both "sudo shutdown -h now" and "sudo halt"

This gives me a "Permission denied" error: $ sudo echo o > /proc/sysrq-trigger -bash: /proc/sysrq-trigger: Permission denied

Checked and termination protection is off. Can you clarify what you mean by "shutdown directly"? Just "sudo shutdown now"?
