please could you clarify what it is you want to measure. Is it the overall network performance of that customer's box, and do you have access to it?, or are you on the recieving end somehow? What network do you want to measure, ie between what endpoints?

typically /usr/local/lib/python2.7/dist-packages is owned by root user. Unless there is any reason why you don't want to install these packages in there, I'd use root to install the stuff, which is not to say that you should run the stuff as root, I'd use the jenkins system account for that.
