comment Multisite on AWS EC2
Replacing AMIs is not required, Fabric and Capistrano are common but there isn't an industry standard method. Common ways to deploy code are by making OS-specific packages and installing them on the server or to clone/pull a git repository to that box.

Is the problem with exported resources or the puppet manifest? What happens if you declare the balancermember on the HAProxy node without using exported resources?

comment IP-based load balancing on external and internal interface
HAProxy becomes a single point of failure as much as that single box is, if you are worried about HAProxy becoming a SPOF then you would have multiple originating boxes as well. Deploying changes to it can be controlled as well by only updating a portion of the nodes at once. Our applications would verify the backends were working in their healthcheck so requests would not be routed to that server if it couldn't connect to the backends.
