My main goal is to not require the users to enter a password to access this computer. No time restrictions are necessary, which is why I was thinking a virtual smart card.

Yeah, something sort of like a kiosk: One account tied to one machine that any user with physical access can use without needing a password. Unlike a kiosk, though, the machine doesn't have that many local restrictions (e.g. users are allowed to install software).

@cornelinux The actual client is a WCF program, but certutil, the built-in program is exhibiting the same behavior. The WCF client does not explicitly check for CDPs or anything, but the check happens automatically.

Can you duplicate the certificate template and increase the validity period? It's in the Certificate Template plug-in for mmc.

If the problem is with IIS not being able to check the revocation lists, technet.microsoft.com/en-us/library/… might be useful. Also, running a network monitoring tool might identify what requests are timing out.

What does the security tab of the VPN properties on the Windows 7 client look like? Also, while my setup is not identical, I have IKEv2 working with the certificates in the Current User certificate store.
