This is really not accurate. Every domain has a PDC /Emulator/ which performs some additional functions. There's nothing (from a data perspective) that's different about the PDCe versus other DCs.

Using builtin groups such as these is a really bad practice. These groups have a ton of extra access that's not really evident, and they lead to accounts being protected by adminSDHolder which is usually not desirable.

It is not possible to manually edit the timestamp in pwdLastSet. The only thing you can mainpulate with it is a forced expiration of the password.
