You can create a free Juniper account and log a case using the serial number of the device you're working on. JTAC will check to see if it has an up to date support contract, and if so, should be able to work on your case. Just be open with them!

When connecting to your server are the delays exactly the same? In the interests of excluding what you can, I'd get the blacklist issue fixed asap. Possibly by asking your ISP to give you a clean IP.

Also, it would be interesting to know how quickly 'dig g.co' returns on your server - it's a dns lookup which will use the servers in /etc/resolv.conf.
