using top is valid, but not definitive, processes can use 100% of CPU yet still not be running in non-blocking mode. A human could easily tell watching top, but a script check just polling top would occasionally report false positives. @MichaelHampton - non-blocking is the desired functionality and not a bug in this case

Have you run a traceroute from both endpoints to see at what point they terminate? Your initial details seem to point to a routing issue if no packets are arriving at either endpoint from the other.

just viewed your edit, so now grep 66.249.73.162 in your transfer log and see what page/code the request triggered. Could be a bug or a maliciously crafted request that's not being protected against (also a bug I guess).

Also do some local requests for webpages (from the server) and from some various different sites other than your work or office to compare. Could be your provider is messing up routing or traffic intermittently, or your home ISP just really sucks. If a local request never times out, that's the case. If not, then you have server/code issues.

Any other information of interest, like has your site gotten a lot more popular, or an uptick in HTTP requests per minute? Or any new code changes on the site? Are the images that are timing out hosted locally (hard disk) or externally (NFS mount or third party website)?

check out /etc/rc.conf to see if bsdinstall auto made some config examples you can copy and crib for a manual configuration in the future. also forums.freebsd.org is THE go to place for freeBSD related stuff. I would highly recommend it (they can be rough - but it's worth it).

It's kind of hard to understand what you're trying to accomplish. Maybe add any relevant /var/log messages? You're trying to start a jail and it's failing right? What do the patch issues and version issues have to do with that?
