Well the way I would handle it is to run rsnapshot on a machine at your office and 'pull' the backups. Thats how I handle it anyway. But the make install step is only for convenience-it takes the unpacked files and copies them to default locations. Its not necessary.

You may want to attempt doing some of the downloads from an intermediate server-like from a VPS or other server. If you can show that you have the same problem on different networks/installations sometimes that gives you a little leverage.

First step-either disable the Windows firewall completely via the control panel applet, or make an exception for IIS. Since you're not using the server version of IIS you shouldn't have to do too much tweaking-its designed to be pretty much plug and play.

For whatever reason your .pl script is aborting. Apache is attempting to run the program but its crashing. It may be the missing interpreter, or some other error in it. Running the program from the command line may be illuminating as well.
