Unless someone else has run into a similar problem... I mean the whole point of this site is for people who share a common career / passion to ask questions and receive feedback from each other. Except for the occasional vendors / manufactures who answer questions as well.

Because the issue occurs across different UPS and battery vendors. It's clearly not related to a single model or manufacture. Other than the two newer units, i don't have active support on the others.

Just an idea, try pulling out the CMOS battery and then read it after letting it sit for 30 seconds or so. The battery may be supplying some voltage to the chip that the programmer doesn't like. There may be a capacitor that holds charge for a period of time, keep that in mind also.

Is the switch layer 3? Layer 3 switches have the ability to filter out non standard DHCP requests. It may be configured to do so by default. If you can try using a dumb switch temporarily to rule it out.

It has to do with apple's user directory. I have had this issue for years on both mountain lion and mavericks servers. Essentially what happens is that the directory service randomly denies user access usually stating something along the lines of permissions errors. It will literally work on minute and stop the next, then work again. This is why we're moving away from OS X Server.
