EtherChannel and LACP load-balancing both work based off of source/dest MAC addresses. If OP has a single device (single MAC address) that's saturating the link then LACP/EtherChannel isn't going to help him in this case.

If you're using MySQL then it'll just use the database user configured in your settings.py, so there shouldn't be a change from the dev server to apache

Too generic of a question. The "best" way to back up a database involves various factors such as: How large of a dataset? Are offline backups acceptable? Is point-in-time restoration a requirement? What storage engine? etc
