comment Software vs hardware RAID performance and cache usage
@ItsJustMe: some applications also disable disk write caching, if the drive supports Force Unit Access. Microsoft Active Directory, Exchange come to mind.

comment Enable Windows Time Service on Secondary Domain Controller
Yes, and I don't think you will be able to add a new domain controller if you don't have the FSMO roles available.

Run nltest /dsgetdc:yourdomain.com. Does the current DC have the TIMESERV flag? Also, in AD Users and Computers, right-click on your domain and select Operations Masters. Is your current DC confiugred as the PDC Emulator Operations Master?

You need to perfmon more counters than just the processor usage. There are several issues that could manifest as higher CPU time but the processor is not the problem. Also, what is the power plan set to?

Yes, if you want a record of who did what, auditing needs to be enabled.

comment Centralizing Remote AD DCs?
Difficult to say without knowing more about the environment. If there are more than small number of user accounts/applications/data, it most likely be a long process with a lot of planning/coordination across multiple teams/locations.

comment Centralizing Remote AD DCs?
Consolidating forests is non-trivial, and there could be conflicting technical or non-technical requirements that would make it a very long, detailed process. At the very least there would need to be one-way forest trusts (branches trust the main location). If that isn't feasible, a consolidation may be more difficult (depending on the number of accounts/resource servers and politics).

Apparently there is/was a workstation with that name - unless the server is Internet-facing. See this answer: serverfault.com/a/403638/20701

Why do you need the ip address if you have the workstation name?
