comment I have been trying to run this program on a loop but
How do you run it once, and how are you trying to run it in a loop? This also doesn't seem to be a good fit for serverfault. Perhaps superuser is a better site for it.

I tested wget against an https site via a 14.04 vm and it worked. wget google.com. Can you describe why you think it simply does not work?

If you are able to get to the site over https, what is the result of curl -v (yanlj.coinculture.info)[https://yanlj.coinculture.info]. You probably also DNS issues, and I'd recommend testing your site later over a cellphone connection, to ensure it isn't a firewall or /etc/hosts override that allows you to connect.

Did you recently change the dns for yanlj.coinculture.info. I'm getting that the host is over at godaddy, which is probably why the testing sites don't see anything. Can you also provide the output of curl -kv https://Elastic_IP?

comment Where should PHP write sessions to?
Had you changed the user apache runs as before testing, as you answer, centos should have had it run as apache, and had proper permissions.

comment LAMP -> CPU usage of Apache processes too high
One option is to add varnish to sit in front of the drupal site, but this won't help in the crawler case if drupal tells varnish to not cache pages. And for it to help in the crawler case, you will have to have a long cache time. It may still hit issues of a crawler hitting an expired or non-cached page. However, if varnish works, it will reduce the CPU usage on the server. It will be good to limit the number of apache children, which will reduce the cpu contention, but will increase the time it takes for a child to get free, and respond to the next request.

comment Force apache start after mysql
Can you give more details about the 'webpage init script tried to connect to MySQL'. I would guess that apache would start, and one web site can't connect to mysql, but will work fine after mysql gets started. Is this the problem you are seeing?
