Does this imply you've created a new forest/domain on the new, dedicated, DC? It might have been simpler to join the new server to the old DC's domain and then promote the new server to a DC. You could then demote the old DC (after moving NAS to where ever). You may also want to consider that a single DC not ideal, nor is running DHCP on the DC.

Unjoining an AD member computer will not delete the computer object, it will only mark it as disabled. If you disjoin a computer from a domain, the computer remains as a disabled account in Active Directory.

The Loopback Procecssing is required to apply User Configuration upon in-scope Computer Objects. As you note, you're using (rightly) User Configuration -> Preferences... In order for this to apply to out-of-scope user objects, you need loopback.

Yes, it's possible. If you've created OUs to store your computer objects by-room or lab, you can easily use User Preferences (with loopback processing merged) to assign per-user printers on specific computer objects. I'll try to understand your goals better before posting an answer.
