comment Loop in a Windows batch file
I see no loop here, only a conditional if %%M < 4, which isn't valid syntax regardless. WHILE isn't valid at all. What did your FOR block look like? You can edit your question to update it.

comment Win32_OperatingSystem.FreePhysicalMemory and $_.TotalVisibleMemory giving output in wrong units
+1 Both FreePhysicalMemory and TotalVisibleMemorySize are in kilobytes. Could always take the long way around: $SysMem.FreePhysicalMemory * 1KB / 1GB

comment Removing an (apparently) infinitely recursive folder
@KenD If you suspect file system corruption issues, you should certainly try repairing the filesystem first. Trying directory removal tricks might make things worse.

I'd try /MIR instead: ROBOCOPY /MIR C:\temp\EmptyDirectory C:\Storage\Folder1 also may be worth running a chkdsk just for giggles.

comment Recommended DHCP and DNS setup
Enable "Dynamically update DNS A and PTR records for DHCP clients that do not request updates". You may also want to enable "Always dynamically update DNS records" in the same dialog. i.imgur.com/E5lTUek.png

It may also be helpful to see the relevant snips of gpresult /r to verify the GPO is in-scope and applying. Errors noted in rsop.msc may help too.
