comment Linux Port Forwarding to different IPs
So you just want to route the traffic, not using any port NAT?

comment My server is working fine, but I can't ping it
I'm not sure you want Nagios to constantly modify your security group. Why don't you define a security group that allows your monitoring networks to always have ping access? (The setting of -s above defines a source network)

comment Easy way to set up a portable PHP binary for command-line use on a Unix/Linux server?
A good starting point is to look at the compile options used in the SRPS or debian spec file, then build the same environment using a prefix.

Building PHP from scratch with an alternate --prefix is probably your best bet. It's not as awful as it sounds, you just need to grab the tarball and ensure all the build dependencies are available system-wide.

comment Apache2 - symbol gzopen64 version ZLIB_xxx not defined in libz.so.1 with link time reference?
If it was a binary module, it may not be linked against the correct versions of libz/libxml2. Did you have to compile the module on this system?

Were any of the apache modules installed outside of the package management system?
