I haven't tried this, but maybe you only need specify the other peers? I note your error message is that failed to sync with itself. Of course, that means a different cloud-config for each instance...

You're not actually using much more disc space - if you run two ubuntu based containers, then they'll share a lot of 'layers' in common - docs.docker.com/terms/layer.

actually, from your description apache probably doesn't have the php module, and it just serving php files as text. The phpinfo one just looks like blank XML to a browser.
