Don't agree with Linus. Nice does (though not aggressively enough) limit CPU where appropriate. That's great he's worried about compilation on his local machine, but we need a user-level hint to the scheduler on over-committed server machines.

Correct, TCP/UDP ports are assinged per interface. Make a virtual interface atop your eth0 and you can assign the process to listen to 80 on said interface.

Wish I could. Building already has cable connectors drilled through the walls already. It's a leased historical office building so can't make material alterations.

Something else is amiss. 44GiB RAM I assume in 64 bits? There are big reasons to be employing the -XX:MaxPermSize &c, you won't want to ignore these.
