comment What is the best place to setup system wide environment variables on Linux?
That page only says that you shouldn't but locale related variables in /etc/environment. See also serverfault.com/a/584072/26218

Did you run apt-get update after you created the config files?

comment Why am I seeing webmin in lsof output?
lsof is not deducing that webmin is running. It just replaces the numeric representation of the port with the human readable format of the port/service found in /etc/services unless you call lsof with the -n option.

comment Upgrading to Gigabit Network - Enabling Jumbo Frames
It won't work if both endpoints are within the same collision domain. That's because there is no way for the sending unit to determine if the receiving one has jumbo frames enabled or not. If the receiving system has not enabled jumbo frames, the packet will be silently dropped. Since there is no router between them, path MTU discovery won't work either. I believe that path MTU discovery can fail also if the last router's outgoing interface has jumbo frames enabled and the receiving endpoint interface not.

comment Mail server: can't connect via POP/IMAP
That is not a postfix related question, as postfix doesn´t provide IMAP/POP. Try looking at your server side logs, courrier should say something about your login attempts.
