Ah... the working directory was the issue. Just out of curiosity, is there a way to use a relative path? I'm new to PowerShell. i'd like the file to just appear in the directory that I run the script from. I'm not sure how to do a relative path in PowerShell though.

Get-Command Write-Zip and Get-Module pscx both work from the command line just fine.

As it turns out, I have version 3 installed. I've confirmed this by running $Host.version from the powershell prompt. For some reason, MS just kept it in the v1.0 direction :/
