I was able to run Enable-WindowsOptionalFeature -FeatureName NetFx3 -Online on a Windows 8.1 machine without installing the AIK. I did, however, have the WMF5 preview installed; perhaps that provides it? The module is loaded from C:\windows\system32\windowspowershell\v1.0\Modules\Dism\Dism.psm1

Is there any verification from an authoritative source that there's a compatibility issue between .NET 4.5.1 and WMF 4.0? If so, it would be helpful to have a link added to the answer. I was unable to duplicate the stated problem on Server 2008 R2 SP1. Installing NDP451-KB2858728-x86-x64-AllOS-ENU.exe, then Windows6.1-KB2819745-x64-MultiPkg.msu, then performing a reboot resulted in a working PowerShell v4 installation.

How does the knowledge that an account is locked out help with a brute-force attempt? Once it's locked, that attempt is over and the attacker must move to another method. With reasonable complexity requirements enabled, I find it hard to believe this is much of a concern anyway. An attacker would be lucky to get 100 passwords per second through an OWA prompt, and someone is going to get a call very quickly that the server is being overloaded in that case. That's assuming there is no lockout policy in place.

I get the reasoning behind it, but it's quite frustrating from an end user perspective, and the amount of extra security it provides is minimal. It's very likely that the username will be known to the hacker unless it's a general brute force, in which case password and lockout policies should provide solid protection. Edit: Do you have a reference you can cite, by chance? I'd like to be able to show something to management. Thanks!

I'm getting data from Process Monitor that makes it look like the script is dying before Setup.exe can do its thing. I'm working on forcing it to block.
